services the city has, it's a burden on the people who are already afraid to go out of their houses. >> reporter: resident sam objects to the county's plan to create a central hub for felons. the center will serve up to 75 exconvicts who lived in vallejo prior to serving their sentences. the probation department would oversee the center where felons will receive job search training, therapy, and educational services. >> we have to break the sickle. we can't -- psyche cycle. we can't keep locking them up. >> reporter: the program will lower vallejo's recidivism rate, currently at about 35%. supervisor barbara agrees >> they're no longer going to be out and about. >> reporter: other residents also support the plan which would be funded by the state

>> my sister was a felon. they need job training and education. >> reporter: the board of supervisors will next discuss and possibly vote on the propose the project at its december 4th meeting. if approved, county officials say the day reporting center could open as early as february. thee popular san francisco -- three popule san francisco -based ride sharing are being investigated for not having enough insurance and not enrolling drivers in controlled substance and alcohol testing programs. regulators compared the companies to taxi services. but the ride-share people argue they simply help people with cars connect with people who need rides. they are also the target of a class action lawsuit

filed by san francisco taxi drivers. they say the service is taking fares away. the cleanup and preparations are in full-swing tonight in daly city after a mountain of mud buried part of the neighborhood there early tuesday. it happened when a pipe burst and washed a huge chunk of hillside onto a city street. with rain in the forecast, residents are using bails of hey and bulldozers to shore up the hill. >> we're making sure the work we've done is doing its job to protect the residents and the neighborhood, not causing any adverse mud flows or what have you. >> i think right now, it's not stabilized because of the sink hole. >> crews spent much of the day digging a trench. they hope that will divert any runoff from the coming rain. this is not the first time this neighborhood has been hit

by a mudslide. jr stone was in daly city. >> my thought was 12 years ago. but this is scary . >> reporter: she lives around 100 feet from hillside park. she's worried because this is not the first time that there have been problems here. in fact, tonight we have the video to prove it. 12 years ago, there was another mudslide at which time we talked with her father who has since passed but was more than shocked by what happened in 2000. >> when i saw this, wow! >> reporter: patrick sweetland who we also talked with 12 years ago says back in 2000 the mudslide happened because the reservoir overflowed. this time a pipe connected to it broke >> this is the first time we have had a situation this

testify on the terrorist attacks on the u.s. consulate in libya. am four people were killed. there had been some question about whether he would testify after he resigned friday. senator diane feinstein says he could appear before the senate intelligence committee as early as friday. we're learning that the fbi agent responsible for triggering this whole investigation into petraeus is frederick humphreys ii. he was reportedly approached by a friend, florida socialite jill kelly about unanimous threatening e-mails that she was getting. they turned out to be from paula broadwell, petraeus's biographer and his mistress at the time. later in this broadcast, alex smith, is he going to play monday? we have a good answer. and one of the great swimmers of all-time announces, hey, she's coming to the bay area! but she does it on youtube!

san rafael police are searching for a prowler. he entered the apartment of two women's home on the 800-block of playa del rey. he was confronted by the two women. one called the police. the man ran away after being injured. toyota is recalling 2.5 million prius cars worldwidt could result in faulty steering and a water pump problem. the cars could be damaged and might not be able to switch into hybrid mode if they are not fixed. 670,000 of the cars were sold in the u.s. toyota is planning to notify owners by mail next month. and this is toyota's second major recall in

bay area home prices are up for a sixth straight month. and that brings the median price to $416,000, counting all nine bay

area counties. there were 7,800 homes sold last month. up more than twenty%. >> reporter: a view of the oakland skyline from a balcony in the master bedroom. lots of architectural details are eye-catching in this home. 3 bedrooms, 2 bath, and a number of amenity, it's $580,000. compared to other neighborhoods, it's a steal. that's why many are flocking here from pricier areas. >> less than they're paying rent in the city now and have four times the space. >> reporter: the neighborhood is becoming more gentriified. >> they are not trying to completely change what makes oakland great. and so in that sense, it's just bring think a little bit of a different flavor.

as long as we can keep that diversity within the city, i think it's going to work out in the end. >> reporter: the real estate economy is doing very well. although prices have gone up, interest rates are pushing sales along faster. david winkler says over the last year, there's been a 24% increase in sales. many are moving to nobe for a better deal. >> they saved about $12,000 a year in payment by living in emeryville and not san francisco. >> reporter: a house like this won't last long on the market. change is coming to the forecast as we head into tomorrow. it doesn't look like they're going to see rain tomorrow. if we do, it'll be very late in the evening. but we're definitely going to see more cloud cover and cooler temperatures. the rain continues to move in friday morning, and another round of showers into saturday. and more rain expected later in the

weekend. satellite and radar pictures showing some increasing cloud cover out there right now. the storm is it still sitting well down to the south. our storms come up from the north typically. but this is a rare instance. here it is. of you can also you can also see some subtropical moisture getting pulled into this. we're going to be seeing rain, doesn't look like tomorrow, but into friday. futurecast shows a few showers into the 8:00 hour, but this is the only model i've seen showing rain this early. by 10:00, i think that could be the earliest we'll actually see rain for tomorrow evening. overnight, that's when the rain is really expected to pick up. rain by the 2:00 hour, fairly widespread, spotty showers into the 5:00 hour. this is friday morning, and it will continue into friday afternoon. let's take a look at temperatures out the door tomorrow morning. warmer because we'll have some more cloud cover. so we'll be in the 40s and low 50s. into the afternoon, we'll see

temperatures cooler than today because of the cloud cover in the 60s. a look at your extended forecast, the rain coming in really overnight friday, lasting through the day on friday into saturday, another round of rain early sunday morning. and it looks like the wet weather is going to stay with us into next week as well. when voters approved proposition 30, a lot of people thought the talk of tuition increases at the university level would be off the table. and that might be true for this year. but kron4's dan kerman says it is still a possibility for next year. >> motion, all in favor? >> aye. >> reporter: the uc regent's finance committee okayed a framework for the 2013/2014 school year.

governor brown told the regents, that's unlikely. >> the state would have to increase its general fund commitment to the university 12% every year. that's very unlikely to happen. so you really are proposing tuition increases. >> reporter: officials say without the money or only a portion of tthe university will have to change -- of it, the university will have to change its plans by putting programs in construction or finding ways to raise additional revenue. >> it's a movie i've seen before. and i know how it ends. i don't want to be part of it. >> reporter: lieutenant governor gavin newsom ended up being the lone vote against it. >> tell be more revenue and tuition hikes. i'm concerned about that because the magnitude of that tuition increase is not in-- not insignificant. >> reporter: we won't know if

tuition will need to be increased until next summer when the budget is approved. only then will they know how much revenue they're going to need to generation through tuition increases and other cuts. retail sales fell in october for the first time in four months. the census bureau is reporting a 3% drop for last month. car dealers, furniture, electronics, hardware store, all saw a drop. but sales at grocery stores and gas stations are up. that is believed partly because of super storm sandy. alex smith takes another step toward being able to play, and the warriors' former coach makes a triumphant return to oakland.
